This is a used ukulele, which is generally in good condition but has some visual flaws - including a couple of small areas where there’s a tiny mark under the wood, which has been finished over - and more unsightly, the slots of the headstock have been glossed, but over the sawdust that was in the slots - making them look a bit… gloopy.
